Min. Giddings To Reappear Over US$22.4M Use Void Of Legislative Knowledge

The House of Representatives (HOR) has taken a decisive action in response to concerns raised regarding the awarding of US$22.4 million road contracts by the Ministry of Public Works.

Following an initial appearance by Minister Roland Layfette Giddings on Thursday, the House found the documentation provided inadequate to substantiate the authorization of these contracts without legislative approval.

According to the House, its decision to reschedule Minister Giddings’ appearance on Tuesday, June 25, 2024 underscores its commitment to transparency and accountability in government expenditures.

This action follows a communication from Bong County’s district #5 Representative, Eugine J.M. Kollie, highlighting discrepancies in the awarding process of the contracts.

Representative Kollie emphasized the requirement under the Public Financial Management (PFM) and Public Procurement and Concession Commission (PPCC) laws, which mandate legislative approval prior to the awarding of significant contracts. The Representative expressed grave concern about the integrity of the bidding process and the management of public funds in this matter.

“As a member of the House of Representatives, I am deeply concerned about the lack of legislative oversight in the awarding of such a significant amount of public funds,” stated Representative Kollie.

He underscored the critical role of legislators in upholding transparency and ensuring adherence to legal and procedural frameworks governing public expenditure.

The rescheduled appearance of Minister Giddings will provide an opportunity for thorough examination and clarification regarding the awarding of these contracts and the adherence to regulatory protocol.

The House said they remain steadfast in its commitment to safeguarding public resources and maintaining accountability in governance.
