The plenary of the Liberian Senate is requesting the Executive Branch of Government to review the contract between the Container Tracking Notes (CTN) and the Government of Liberia (GOL).
The Senate said they believe that, though the contract has both economic and security benefits for the country, GTMS is not operating under acceptable procedures and, as such, its contract should be reviewed.
According to a Senate press release, the agreement does not meet the existing legal requirements of the Liberian government under the public procurement law (PPCC).
The Senate took the decision Tuesday, July 9, 2024 following a debate in plenary on a report submitted by its ad-hoc committee to review with several recommendations.
The committee, in its recommendations, amongst other things explained the need for Government of Liberia (GOL) to renegotiate the terms of GTMS contract to ensure that the price of services is comparable to those in other sub-regional counties.
The committee also recommended that all fees collected from the CTN services should be deposited in a local bank account.
The recommendation called for the GoL and GTMS to open a transitory account with a local Liberian bank as well as a revenue-sharing ratio between the GOL and GTMS.
