CSO Group Commends GTMS For Landmark CTN Agreement

In a strong demonstration of support for transparency, accountability, and good governance, the Executive Director of the People’s Economic Empowerment Movement (PEEM), Titus C. Crawford, has hailed the management of Global Tracking and Maritime Solutions (GTMS) Liberia Inc. and its Managing Director, Aminata Bangura, for the signing of a renewed Cargo Tracking Note (CTN) Agreement that significantly increases the Government of Liberia’s financial stake in the program.

   Under the revised agreement, signed in March 2025, the Government of Liberia’s share in the CTN arrangement has risen to 40 percent, a remarkable increase from the 2 to 3 percent allocation under the previous agreement. The new ten-year agreement further provides that the government’s share will increase to 45 percent after the first five years, marking what PEEM describes as a major milestone in strengthening domestic revenue generation.

   Crawford noted that the revised CTN Agreement reflects a clear commitment by GTMS Liberia Inc. to align its operations with national development priorities, particularly in ensuring that Liberia derives fair and sustainable benefits from its maritime and trade facilitation systems. He emphasized that the improved revenue-sharing framework will enhance the government’s fiscal capacity to invest in critical public services and infrastructure.

   According to the People’s Economic Empowerment Movement, the renewed agreement also aims to reduce trade costs for importers by improving efficiency, transparency, and oversight within the cargo tracking process. Crawford expressed confidence that these reforms will help address long-standing concerns among port users regarding high fees, inefficiencies, and limited accountability.

   “The new Cargo Tracking Note Agreement represents a forward march for Liberia,” Crawford stated. “It promises enhanced oversight, improved transparency, and stronger accountability, while also contributing to the reduction of port users’ fees and the overall cost of doing business.”

   PEEM further commended Aminata Bangura and the management of GTMS Liberia Inc. for what it described as responsible corporate leadership and constructive engagement with the Government of Liberia. The movement reaffirmed its commitment to supporting policies and partnerships that promote economic empowerment, equitable revenue sharing, and good governance in Liberia.
