The Monrovia City Magisterial Court has dismissed with prejudice all criminal charges brought against Allen R. Brown Jr., Chief Executive Officer of Urban Marketing Group Inc., bringing a decisive end to a case the Court found to be frivolous, malicious, and legally unsustainable.

The ruling, delivered by His Honor L. Ben Barco, terminates proceedings initiated in September 2025 by representatives of the Intestate Estate of the late John Hilary Tubman. The allegations, including claims of criminal trespass and mischief, were found to be entirely unsubstantiated, lacking both evidentiary support and prosecutorial diligence.

In a firm rebuke of the misuse of judicial process, Judge Barco ruled that the matter be dismissed with prejudice, thereby restoring Brown’s full rights and liberties and permanently barring any re-litigation of the same claims. The Court explicitly noted that:

“The Court should not be used to harass a defendant in the name of seeking justice.”

Court records further reflect the defense’s successful argument that the case was designed not to seek justice, but to injure reputation, disrupt legitimate business operations, and intimidate a private citizen. With this ruling, Brown stands fully absolved of all charges.

For more than three decades, Allen R. Brown Jr. has been a respected figure in Liberia’s private sector and a consistent advocate for post-war reconstruction and economic renewal. Since returning to Liberia after the civil conflict, his work has focused on infrastructure restoration, job creation, and sustainable investment, underpinned by a commitment to ethical leadership.

His professional and civic contributions are widely recognized in four key areas:

  • Ethical Leadership: A strong moral compass guiding transparent, lawful, and principled business practices.
  • Economic Empowerment: Creation of jobs and mobilization of private capital to support Liberia’s growth.
  • Philanthropy: Longstanding support for orphans and vulnerable populations.
  • Education & Opportunity: Expanding access to education and skills development for Liberians across socio-economic backgrounds.

Despite the personal and professional toll of the dismissed proceedings, Mr. Brown remains resolute and forward-looking.

“My faith in Liberia’s future remains unshaken,” Brown stated. “This ruling reaffirms that truth and justice ultimately prevail. I remain more committed than ever to contributing positively to our nation’s development. We will not be distracted by those who seek to undermine progress; we will stay focused on building Liberia.”

This ruling reinforces a fundamental principle of justice: the courts exist to uphold the rule of law, not to serve as instruments of harassment or vendetta. The dismissal with prejudice stands as a clear affirmation of Mr. Brown’s innocence, integrity, and standing as a responsible business leader committed to Liberia’s advancement.
