The former Commissioner of Liberia Maritime Authority (LiMA), Lenn Eugene Nagbe, has written the Inspector General of the Liberia National Police (LNP), Col. Gregory Coleman, to formally request a preliminary investigation to establish the existence of foul play, if any, into the recent death of Cletus Noah, former Chief of Office Staff to the Minister of Finance and Development Planning, who passed away on May 4, 2025.

According to Nagbe, Cletus’ death has become a source of personal attack on his character by the brother of the deceased, Cain Tozo.

In his letter addressed to IG Coleman, dated May 8, 2025, Nagbe stated that Tozo contacted him via WhatsApp message and made a number of outrageous accusations, suggesting, among other things, that he along with former Finance Minister, Samuel D. Tweah, and others he referred to as “henchmen” were somehow involved in the death of his brother.

The Chief of Office Staff to the Office of former President George M. Weah, Nagbe, claimed that Tozo threatened that he would come after him when the burial rites are over.

He described the allegation as both serious and damaging, not only to his reputation, but also present a threat to his personal safety and security.

“To ensure that the truth is established and to dispel any misinformation or suspicion, I formally request that the Liberia National Police (LNP) conducts a preliminary investigation into the death of Mr. Cletus Noah, to determine whether or not there was in fact any foul play, let alone if I am implicated. As part of the police’s investigation into this matter, I encourage the LNP to contact Mr. Cain Tozo to ascertain the source(s) and veracity of his outlandish accusations levied against my person,” Eugene Nagbe’s letter read.

He pointed out that he is of the belief that a formal investigation by the LNP will not only help establish the facts but also provide much-needed clarity and closure to the grieving family of Cletus Noah. He then availed himself to the police in the case of further clarification around the matter.
