The 41st General Assembly of ECOWAS Brown Card Insurance Scheme has opened in Monrovia, Liberia.
Making the disclosure of the convening of the ECOWAS Brown Card Insurance Scheme 41st General Assembly to journalists yesterday in Monrovia was the Secretary of Liberia’s National Bureau of the Scheme, Sahr Kaba.
According to him, Liberia is to chair the 41st General Assembly, which runs from 24—28 November 2025, and that the official opening of the assembly will be convened at the Ellen Johnson Sirleaf Ministerial Complex in Oldest Congo Town, Monrovia. President Joseph N. Boakai is to grace the occasion as Special Guest Honor.
He disclosed that the theme for this year’s general assembly is “ECOWAS At 50: Strengthening the Governance Structures of ECOWAS Brown Card Insurance Scheme through Digital Transformation and Examination of the Legal Framework”.
The secretary of Liberia Bureau of the ECOWAS Brown Card Insurance Scheme intimated to newsmen at his office in Monrovia that at least 162 insurance companies are legally functioning in the region under the motor vehicle third party liability insurance scheme.
He said the international certificate is known as the ECOWAS Brown Card, with each number state functioning under a national bureau.
Not only that, the head of secretariat of the country’s National Bureau, Kaba, explained that the scheme emerged from the supplementary Act A/SA, 01/06/20 amending the protocol A/P1/82 on the establishment of the ECOWAS Brown Card relating to Motor Vehicle Third Party Liability Insurance duly signed by Authority of Heads of State in Cotonou, Benin.
He informed journalists that the ECOWAS Brown Card Insurance Scheme also promotes cross-border trade and free movement of persons from member countries.
However, Kaba further stated that this year’s 41st General Assembly of the ECOWAS Brown Card Insurance Scheme core purpose is to review the legal framework and digital transformation to rid the sector of fraudsters fond of duplicating motor vehicle insurance certificate under the third party liability scheme and posting it on their cars, purporting to have legally obtained same from insurance companies in Liberia.
The general assembly, Kaba pointed out, seeks to look into issues of claims settlement and case studies of other member countries digitalized program of the ECOWAS Brown Insurance Scheme.
At the moment, Kaba revealed that ECOWAS Brown Card Insurance Scheme is transitioning from hardcopies to a digitalized system, though the latter voiced that Liberia is lagging behind with same in the region.
Kaba opined that delegates to be in attendance of the general assembly are expected to hold bilateral meetings to settle their accounts and go through presenters’ papers to be delivered as it relates to the digitalization of scheme, just to name a few.
He stated that he is of the candid belief that the ECOWAS Brown Card Insurance Scheme Third Party Motor Vehicle Liability Program, when digitalized, stands to benefit the Government of Liberia (GoL) immensely in terms of revenue generation, while insurance companies will get their just premiums in keeping with prescribed policies as well.
Asked why is Liberia hosting and chairing the ECOWAS Brown Card Insurance Scheme 41st General Assembly, Kaba said the country has met the benchmark as a debt-freed member state under the Third Party Motor Vehicle Liability, which allows for it to chair the assembly.
He then named delegates from Sierra Leone, Ghana, Nigeria, the Gambia, Togo, Benin, and Guinea Bissau, including the host nation (Liberia), among others, as those who are to be in attendance at the ECOWAS Brown Card Insurance Scheme 41st General Assembly convening in Liberia.
Accordingly, the current President of the Council of Bureaux of the ECOWAS Brown Card Insurance Scheme, Simon Pierre Gouem of the Republic of Togo, will be in attendance of the 41st General Assembly.
Meanwhile, the 41st General Assembly of the ECOWAS Brown Card Insurance Scheme is being held in support of the Central Bank of Liberia and Ministry of Transport.
