“China Will Inject More Certainty Into An Uncertain World”

The international situation is becoming increasingly volatile, with the rise of unilateralism, protectionism, hegemonism and power politics. The number of global instability and uncertainty factors has increased exponentially, and the world is facing unprecedented challenges. Against this backdrop, the world is particularly concerned about the choices made by major powers—whether to embrace shared responsibility and win-win cooperation, or to follow the principle of “my country first”? China’s 2025 Two Sessions (the third session of the 14th National People’s Congress and the third session of the 14th National Committee of the Chinese People’s Political Consultative Conference) is giving China’s answer: China, which is striding confidently towards modernization, will inject stability and certainty into global development, rather than pursuing a self-centered path to modernization.

China’s Certainty comes from Its Robust Economy
China has long been a stabilizing force for the global economy. In 2024, against all odds, China’s GDP achieved a year-on-year growth of 5%, demonstrating remarkable economic resilience. As the world’s second-largest economy, China contributes approximately 30% to global growth, and is the largest trading partner for over 150 countries and regions. For years, China has been the world’s largest exporter and second-largest importer, playing an indispensable role in the stability and smooth operation of global supply chains. In recent years, China’s technological innovations have surged, demonstrated from the rapid development of the electric vehicle industry to the global impact of the artificial intelligence model DeepSeek, and from the accelerated application of humanoid robots to the breaking of world records with quantum computing prototypes. Technological innovation has given China greater confidence in achieving high-quality development. In 2025, China expects a GDP growth of around 5%, the creation of over 12 million urban jobs, and a grain production of around 700 billion kilograms. We are confident in reaching these targets.

China’s certainty comes from its continued pursuit of “global solidarity”
Upholding the vision of a community with a shared future for mankind, China remains a steadfast defender of international justice, a main engine for global economic growth, and an anchor for global security. China opposes unilateralism, protectionism, hegemonism and power politics in any manifestation. It firmly upholds the multilateral trading system and advocates for an open, inclusive and non-discriminatory international cooperation environment. All countries should enjoy development opportunities equally, rather than pursuing “my country first” or “my country dominating”. The world should not return to the “jungle.” In the face of a sluggish global economic recovery, China’s 2025 Two Sessions emphasized the need to continue expanding high-level opening-up, promote high-quality development of the Belt and Road Initiative, actively participate in global economic governance, and share development opportunities with other countries. In addressing the global security deficit, China adheres to common security, respects every country’s legitimate security concern, and strengthens international cooperation to jointly address non-traditional security threats. For example, in the fight against global drug trafficking, at the U.S.’s request, China announced back in 2019 the decision to officially schedule fentanyl-related substances as a class, becoming the first country in the world to do so. China is one of the world’s toughest countries on counternarcotics both in terms of policy and its implementation. However, the U.S. has recently imposed additional tariffs on Chinese imports under the pretext of the fentanyl issue, which is irresponsible and returning good with evil.

China’s certainty comes from its firm commitment to the global South
The hallmark of our era is the prominent, growing strength of the Global South. Accounting for over 40 percent of global GDP and contributing as high as 80 percent of global growth, the Global South is a key force for maintaining world peace, driving world development, and improving global governance. No matter how the world changes, our heart will always be with the Global South, and our root will grow deeper in the Global South. In last September, President Xi Jinping announced at the Forum on China-Africa Cooperation Beijing Summit that China was willing to proactively and unilaterally expand market access, offering duty-free treatment to 100 percent of the tariff lines of products from the least developed countries with diplomatic ties with China, including 33 African countries. China became the first developing country and major global economy to do so. In last November, President Xi announced eight actions to support global development, covering areas such as high-quality Belt and Road Initiative, implementing the Global Development Initiative, supporting Africa’s development, and promoting international cooperation on poverty alleviation and food security. These pragmatic initiatives have injected new momentum into the accelerated development of the global South. China will remain a reliable partner for the global South, including African countries, in achieving modernization and exploring new paths of self-reliance and self-strengthening.

Both China and Liberia are countries of the global South, which share a common destiny and rise and fall together. In a world full of turbulence and uncertainties, we must work together, speak with one voice on international stage, jointly tackle global challenges, safeguard the common interests of developing countries, and build a community with a shared future for the global South.
