Defense Ministry Launches Strategic Plan 2026—2030; Aims To Advance Peace And Security

The Ministry of National Defense (MoD) of the Republic of Liberia has officially launched its Strategic Plan for 2026–2030, reaffirming the Government of Liberia’s commitment to national security, institutional reform, and inclusive national development.

   The launching ceremony, which was held at the MoD’s conference room under the theme, “Securing Peace, Building Resilience, Advancing Inclusive Development”, brought together senior government officials, defense and security partners, members of the diplomatic corps, and senior officers of the Armed Forces of Liberia (AFL).

   The event underscored the collective responsibility of stakeholders in strengthening Liberia’s defense architecture and promoting sustainable peace.

   Providing an overview of the Strategic Plan at the program, the Assistant Minister for Plans, Policy, and Operations, highlighted its core pillars, including institutional governance, operational readiness, human capital development, civil-military relations, and strategic partnerships. The Plan, according to Assistant Minister Allen Charleson, aligns with national development priorities and regional and international security frameworks.

   Launching the Strategic Plan on behalf of the Commander-in-Chief of the Armed Forces of Liberia, President Joseph Nyuma Boakai, Retired Major General Daniel Dee Ziankahn, Military Advisor to the President, commended the leadership of the Ministry of National Defense and the Armed Forces of Liberia for a job well done.

   He described the Armed Forces of Liberia as the standard-bearer of national security and stability in the country.

   The Military Advisor to President Boakai emphasized, however, that the successful implementation of the Ministry of National Defense Strategic Plan would require strong collaboration and effective coordination among all security institutions.

   He further called on the National Legislature to provide the necessary funding and legislative support to ensure the full and timely implementation of the Plan, in the interest of sustaining peace, security, and national development.

   In her remarks at the launching ceremony, the Minister of National Defense, Geraldine J. George, emphasized that the Ministry’s Strategic Plan for 2026–2030 is firmly anchored in advancing Liberia’s peace, security, and national development agenda.

   Minister George noted that the Plan represents a significant step toward building a professional, accountable, and development-oriented defense sector, fully aligned with the National Security Strategy as well as Liberia’s regional and international commitments.

   According to the Minister, the five-year framework prioritizes clear and measurable outcomes, including improved defense readiness, rapid and effective disaster response, strengthened peacekeeping contributions, enhanced civil–military relations, and inclusive participation, particularly for women and youth.

   The Minister further explained that the Strategic Plan reflects a comprehensive understanding of national security that goes beyond territorial defense to encompass disaster resilience, humanitarian assistance, infrastructure support, and community engagement. In this regard, the Armed Forces of Liberia is positioned as a key contributor to national unity and development through their roles in engineering, agriculture, health, education, and legal services. She reaffirmed the Ministry’s commitment to transparent implementation, legislative oversight, and strong collaboration with development partners, while expressing appreciation to all stakeholders involved and underscoring the shared objective of achieving lasting peace, resilience, and inclusive development for Liberia.

   Development and security partners, including UNDP, AU/ECOWAS, and the United States Embassy, commended the Ministry of National Defense for its inclusive and consultative planning process and reaffirmed their continued support for Liberia’s ongoing defense reform agenda.

   The Ministry of National Defense Strategic Plan (2026–2030) provides a comprehensive guiding framework for securing peace, strengthening national resilience, promoting inclusive development, and reinforcing Liberia’s role as a responsible and reliable contributor to regional and international security.
