Green Media Campaigners, a legally registered media-based civil society organization (CSO) committed to promoting transparency and accountability in public governance, is calling on the Liberia Anti-Corruption Commission (LACC) to immediately launch an independent investigation into alarming reports of alleged corruption and financial mismanagement at the Liberia National Lottery Authority (NLA).
This urgent call follows recent investigative reports and insider accounts alleging that the Director General of the NLA, Reginald K. Nagbe—whose tenure ends before August 2025—is engaged in activities that undermine the integrity and financial stability of the institution.
In a statement issued Saturday, June 21, 2025, Steve Doito, Head of Green Media Campaigners, stated, “Credible reports suggest that several government vehicles under the control of Mr. Nagbe remain unaccounted for. Staff who have made inquiries have received no redress. At the same time, large sums of money are reportedly being withdrawn weekly from NLA accounts without clear accountability or transparency. This is not only alarming but unacceptable.”
The NLA, established by an Act of the Legislature in 2015, is mandated to regulate games of chance and generate revenue to support national social development programs, including education for persons with disabilities.
“Looting the very institution that’s meant to help our most vulnerable citizens undermines public trust,” Mr. Doito continued. “Liberians deserve better. Public assets are not for personal enrichment.”
Green Media Campaigners also flagged a questionable casino license granted in January 2024 to Platinum Entertainment Incorporated—a company that, according to official records, was only legally registered on January 18, 2024, yet submitted its letter of intent for the license a week earlier, on January 11, 2024, and was allegedly fast-tracked for approval just before the inauguration of President Joseph N. Boakai.
“How is it possible that a license was issued before a company even legally existed?” Doito asked. “This kind of irregularity is a clear red flag and requires immediate legal scrutiny.”
Green Media Campaigners is hereby calling on the LACC to investigate the alleged depletion of NLA financial accounts and the reported disappearance of government vehicles; probe the circumstances under which the casino license was granted to Platinum Entertainment before its legal registration; review all recent financial transactions and licensing decisions at the NLA for possible violations of Liberia’s anti-corruption and public procurement laws; and suspend all new license issuances at the NLA pending a comprehensive audit and compliance review.
“We also call on the General Auditing Commission (GAC), the Financial Intelligence Agency (FIA), and the Public Accounts and Audit Committee of the Legislature to collaborate with LACC to get to the bottom of this matter,” Doito emphasized.
He concluded, “This is a moment of truth for Liberia’s integrity institutions. The LACC must act now—not tomorrow. The Liberian people are watching.”
