The House of Representatives’ Joint Committee on Investment and Concessions; Mines, Energy, Natural Resources and Environment; and Judiciary has cited the Inter-Ministerial Concessions Committee (IMCC) to appear at a public hearing on the proposed Amendment No. 3 to the Mineral Development Agreement (MDA) between the Government of the Republic of Liberia, ArcelorMittal Holdings Limited, and ArcelorMittal USA Liberia Holdings LLC, with the participation of ArcelorMittal Liberia Limited.
The Inter-Ministerial Concessions Committee (IMCC) consists of the Ministry of Justice (MOJ), Ministry of Finance Development Planning (MFDP), Ministry of Labor (MOL) and the National Investment Commission (NIC).
The public hearing is scheduled for Monday, January 19, 2026, at 11:00 a.m., in the 1st Floor Conference Room, House Wing, Capitol Building, Monrovia.
Speaking on the process, Representative Foday Fahnbulleh, Chair of the Joint Committee, said the Legislature will thoroughly scrutinize the proposed amendment to ensure it aligns with national interests and delivers tangible benefits to the people of Liberia.
He further called on all relevant sectoral ministries and institutions to fully cooperate with the Legislature to facilitate a transparent and informed review.
“The Joint Committee is committed to due diligence and accountability. Our objective is to ensure that any amendment to the MDA safeguards Liberia’s interests and promotes sustainable development,” Representative Fahnbulleh stated.
“Civil society organizations (CSOs), members of the media, and the general public are encouraged to attend, witness, and participate in the hearing as part of the Legislature’s commitment to openness and public engagement,” he added.
